Founded in 1982, CANES Community Care is a not-for-profit organization that provides excellent care services to seniors residing in the GTA and Halton Region, so that they can continue living at home in their community, safely and with dignity. Serving over 5,000 clients annually, CANES is a lead agency in the home and community care sector with a designation of exemplary standing by Accreditation Canada.

 

POSITION SUMMARY:

Reporting to the Chief Executive Officer, the Director of People and Culture is a member of the senior management team and provides innovative, strategic leadership to support CANES’ management and staff to achieve both strategic and operational goals. This position provides guidance related to Human Resources at all levels within the organization to foster an environment of continuous improvement, learning, and employee engagement. This position also supports an organizational culture that values diversity and inclusion, upholds respect and dignity, and inspires professional excellence.

 

KEY RESPONSIBILITIES:

 

  1.   Overseeing and Executing HR Strategic Direction
  • Provides leadership in the development and implementation of the Human Resources Strategy; collaborates at the organizational level to determine priorities by serving as the influential voice for HR strategies/plans, philosophies and initiatives within the organization
  • Supports the organization’s compliance with employment labour and human rights laws and regulations and governance through development and implementation of Human Resources policies and procedures
  • Provides direction and support in the management of WSIB claims, employee accommodation, return to work, and leaves of absence
  • Represents the organization with external groups regarding strategic HR objectives to promote the visibility of CANES
  • Stays current on HR legislation, trends, and best practices and assesses and updates HR policies and procedures accordingly

 

  1.   Organizational culture and effectiveness
  • Develops solutions which align with the organizational strategic vision, values, and goals to enhance and promote CANES’ collaborative, inclusive and diverse organizational culture
  • Makes recommendations and facilitates decisions regarding discipline and performance management, compensation, promotions and terminations
  • Assesses employee engagement and satisfaction informally and formally and develops innovative initiatives or programs to enhance the employee experience; manages the Employee Recognition Program and the Mentorship program
  • Supports and participates in relations with union representatives, including management/union meetings, grievances, collective bargaining and meetings with unionized employees
  • Supports the COO with workforce planning and analytics
  • Advises, counsels and assists all employees and union representatives with the interpretation and administration of human resources policies, procedures & programs and the collective agreement
  • Fosters a culture of client and employee health and safety and wellbeing by promoting safe work and wellness practices, and acting on safety recommendations. Participates as a lead member of CANES’ Joint Health and Safety Committee

 

    3.  Talent Recruitment and Retention

  • Identifies critical roles, develops succession plans, and creates sourcing strategies to support future hiring needs
  • Establishes an employer value proposition to differentiate the agency
  • Develops a strategy to build talent pipelines to enable CANES to attract top talent and ensure business continuity

 

  1.   Operational Human Resources Team Accountability
  • Provides operational leadership to the Human Resources team regarding talent acquisition and retention, benefits administration and oversees the coordination of training & development for all staff (e.g. Health & Safety, WHMIS, AODA, etc.)
  • Oversees the preparation of training fund applications and prepares reconciliation reports related to such funds
  • Works with Human Resources team to track and aggregate data for Key Performance Indicators (e.g. sick time, WSIB claims, lost time, grievances, etc.), and develops mitigation strategies if targets are not attained
  • Other duties as assigned

 

QUALIFICATIONS:

  • Bachelor’s degree in Human Resources or equivalent   
  • Minimum 5 years’ professional experience in HR roles that include exposure to the following areas: employee relations & performance management, staffing, organizational development, compensation, training, benefits, health & safety legislation policies and practices
  • Experience in program leadership relating to people, strategy, financial and resource utilization
  • Experience providing advice and support to senior leadership in an organization
  • Interpersonal savvy and strong stakeholder management
  • CHRP or CHRL designation preferred

 

KNOWLEDGE:

  • Knowledge of Ontario Health, Home & Community Care sector and workforce trends within this sector
  • Knowledge of the Employee Standards Act and the Labour Relations Act
  • Knowledge of Collective Agreement procedures and contract negotiations
  • Well-developed knowledge of benchmarking tools to evaluate HR programs and services
